Committee to lead comprehensive review of the CYC Constitution following General Assembly mandate

The Commonwealth Youth Council (CYC) has officially constituted a Constitutional Review Technical Committee to undertake a comprehensive review of the Council’s Constitution and develop recommendations for consideration by the Commonwealth Youth Council General Assembly.

The establishment of the Committee follows a resolution adopted by the CYC General Assembly during its meeting in Windhoek, Namibia, in August 2025, which mandated the Executive Committee to initiate a comprehensive constitutional review process. The review seeks to ensure that the Constitution continues to reflect the evolving needs of young people across the Commonwealth while strengthening the Council’s governance, representation and effectiveness.

The Technical Committee has been tasked with conducting a thorough assessment of the current Constitution, identifying areas requiring clarification or reform, engaging widely with Commonwealth stakeholders, and preparing a revised draft Constitution together with recommendations for the consideration of the General Assembly.

Members of the Committee were nominated by National Youth Councils and accredited regional youth organisations, ensuring broad representation and technical expertise from across the Commonwealth.

The Committee is chaired by Christopher Seagateng (Botswana), Deputy Secretary-General of the Pan African Youth Union (PYU) and former National Youth Delegate of Botswana to the Commonwealth Youth Council.

Joining him on the Committee are:

Dashawn Carter (Jamaica) – 1st Deputy Chairman, Jamaica National Youth Council
Nurul Izyan Anver (Brunei) – President, Brunei Youth Council
Cherise Sultana (Malta) – President, Malta National Youth Council
Bochum Samuel Bache (Cameroon) – National Youth Delegate, Cameroon
Tahere Siisiialafia-Mau (Samoa) – Former President, Pacific Youth Council

Over the coming weeks, the Committee will undertake consultations with National Youth Delegations, National Youth Councils, regional youth organisations, Commonwealth partners and other relevant stakeholders to gather views on the future direction of the Commonwealth Youth Council’s governance framework.

The Committee is expected to conclude its work by 20 July 2026, after which its recommendations will be circulated in accordance with the CYC Constitution for consideration by the General Assembly.
